Alsf supports malagasy government on the rehabilitation, extension and operation of the manakara port

Abidjan, Côte d’Ivoire, 24 August 2020 - The Republic of Madagascar has undertaken to develop a Public-Private Partnership (“PPP”) programme aimed at accelerating the completion of the infrastructure needed for economic development and improving the population's access to public services..

As part of its efforts to facilitate capacity building and to support the government in its PPP programme, the African Development Bank (the “AfDB”) has provided financing to public authorities under the Investment Promotion Support Project (PAPI) which covers, in particular, the execution of feasibility studies for two PPP pilot projects. For this purpose, Madagascar has selected the port development project of Manakara (the “Manakara PPP Port Project”).

The Manakara PPP Port Project is currently at a preliminary phase, the ALSF is assisting the Malagasy Government in relation to the feasibility studies in view of assessing the bankability of the Project and putting forward potential risk mitigation mechanisms.

The main objectives of the Manakara Port Project rehabilitation are to restart the activities of the port of Manakara, to favour the connection of the Vatovavy Fitovinany region with the rest of the world; to stimulate the economic development of the Vatovavy Fitovinany region and to improve the movement of goods.

The rehabilitation of the port will boost the traffic of revenue products, in particular agricultural products such as lychees, transported by rail and potentially by river, as well as mining products
