ALSF Governing Council appoints interim Chairperson and Vice-Chairpersons

Abidjan, Côte d’Ivoire, 12 March 2021 - On Thursday, 11 March 2021, the Governing Council (“Council” or “GC”) of the African Legal Support Facility (“ALSF” or the “Facility”) met via videoconference to appoint an interim chairperson and vice-chairpersons.

In his opening remarks, the Director of the Facility, Mr. Stephen Karangizi, thanked all the Members of the Council and other participants present at the meeting for their attendance and noted that as the retirement of the previous Chairperson, Mr. Charles Boamah, coincided with the onset of the pandemic, the Facility did not have the opportunity to elect a new chairperson.

Upon consensus from the Council’s Members, Mr. Chris CHALMERS, the representative of the United Kingdom was appointed as the Interim Chairperson of the Governing Council. Ms. Badiaa SETTA the representative of Morocco and Mr. Rafael RANIERI, the representative of Brazil, were appointed as Interim First Vice-Chairperson and Interim Second Vice-Chairperson, respectively. Mr. Chalmers will preside over the meetings of the Governing Council until a substantive Chairperson is elected.

The Governing Council is the highest policy making organ of the Facility with functions vested in the Treaty (“Agreement”) establishing the African Legal Support Facility (“ALSF” or the “Facility°. The Council meets once a year. The Council is composed of twelve (12) members appointed by participating states (regional and non- regional states); the African Development Bank (“AfDB” or the “Bank”) and other international institutions or organizations. Five (5) members represent the five (5) regional member states of the Bank representing the five regions of Africa appointed on rotational basis in each region; four (4) members representing OECD participating states; one (1) member representing non-OECD participating states; one (1) member represents the Bank and one (1) member represents other international institutions or organizations.

The current Governance Council is composed of representatives from Morocco, Guinea, Eswatini, Burundi, Tanzania, African Development Bank, Belgium, France, Netherlands, United Kingdom and Brazil. The College of International Organizations was represented at this meeting by the African Finance Corporation (AFC).

Created by the African Development Bank in 2010, ALSF supports African governments in negotiating complex commercial transactions, providing legal and technical assistance in public-private partnership projects across oil and gas, mining and energy sectors, and covering sovereign debt issues and related creditor litigation.
